Plan Structures is owned and operated by Howard Clarke, a chartered civil and structural engineer with over ten years of post graduate experience in the Hampshire region.

Howard attended the University of Southampton gaining a first class honours degree in Civil Engineering in 2003 and a doctorate in 2006 for research into 'Reinforcing Wrought Iron with Carbon Fibre Reinforced Polymers'. Howard has co-authored two academic papers 'The engineering properties of Victorian structural wrought iron' and 'Strengthening wrought iron structures using CFRP' both of which were published in the proceedings of the Institution of Civil Engineers. The paper discussing the properties of Victorian iron was awarded the institution's Howard medal named after Thomas Howard who bequeathed a sum of money in 1835 for an institution award.

Following academia Howard started professional life working in Winchester for whitbybird which, after a takeover in 2008, became Ramboll. After six years, chartership with the Institution of Civil Engineers and progressing to the role of Senior Engineer Howard moved on to CBL Consulting where he spent two years developing their Romsey office. During his time at CBL Howard chartered with the Institution of Structural Engineers and became an Associate Director within the company.

Howard now runs Plan Structures as a sole practitioner working on projects throughout Hampshire and, during the academic year, he is a part-time Visiting Academic at the University of Southampton focusing on tutoring final year student design projects.
